The Pittsburgh Post-Gazette is reporting that since 2004 the percentage of low-income
students enrolling at the nation’s 50 wealthiest colleges has stayed largely flat, with most even
showing a decline. A survey by the Chronicle of Higher Education canvassed schools with the
largest endowments showed that about 15% of their undergraduates receive Pell Grants.
Colleges have spent millions of dollars in the past decade in an effort to boost low-income
enrollment, but the efforts do not appear to be bearing fruit. 31 of the 50 schools surveyed
showed a decline in Pell Grant recipients. Pittsburgh University showed a 3.1% decline and
Penn State’s share of Pell recipients fell by 1.8%.
Anna Griswold, Penn State Executive Director for Student Aid, explained the decline as a
result of more students choosing to attend school “closer to home,” such at Penn’s satellite
campuses where course offerings have been recently boosted. Pitt blames the change in
numbers to the stricter Pell guidelines that make it harder for students to secure grants.
Although the schools saw little impact on the number of low-income students enrolled,
increased financial aid budgets help in other ways. According to Mark Kantrowitz, publisher
of Fastweb.com and FinAid.org, the added money means more lower-income students who do
enroll go on to graduate.
